
DBM R02 Experts Train NVSU Staff on Budget Cycle and Compliance Standards
To ensure a more efficient, compliant, and transparent handling of public funds, the Administrative Services Division and Financial Management Services Division (FMS) of Nueva Vizcaya State University (NVSU) conducted a two-day in-service seminar titled “The Budget Cycle: Blueprint and Dynamics” on May 28–29, 2025, focusing on enhancing personnel’s knowledge of the Philippine Budget Cycle and compliance with Department of Budget and Management (DBM) standards.
NVSU President Dr. Wilfredo A. Dumale Jr. opened the event with a compelling message on the importance of introspection in organizational improvement.
“The first step to be able to do better is to understand shortcomings and understand where we are doing it wrong and not where we are doing it right,” Dumale emphasized.
Driven by this belief, Dr. Dumale formally sought the assistance of the Department of Budget and Management to conduct this capacity-building activity. His request was acknowledged, and he extended his gratitude to DBM Region II Secretary Cherry W. Bravo and her team for responding with unwavering support.
The seminar featured two highly respected resource speakers: Mr. Jose C. Pamittan and Mr. Jojit A. Cambri, both DBM R02 Specialists, who provided in-depth discussions and technical guidance on budget cycle phases, national issuances, and reporting standards.
The training emphasized the importance of grasping the structure and dynamics of the budget process—from preparation and authorization to execution and accountability. It also tackled the correct application of National Budget Memoranda, National Budget Circulars, and other DBM-prescribed reporting systems and requirements.
Through this initiative, NVSU continues its commitment to upholding national budgeting standards and improving public service delivery through financial discipline and transparency.
