The College of Arts and Sciences-Bambang, under the Nueva Vizcaya State Polytechnic College (NVSPC) started with Dr. Zacarias Lang-ew as the first dean who guided and managed the operations of the College academic programs as a significant milestone. He was succeeded by Dr. Rosalinda G. Nones, followed by Dr. Rogelio F. Lagula.

On June 1983, the Nueva Vizcaya State Polytechnic College (NVSPC) proudly opened its Bachelor of Arts Major in English program which eventually was given cognizance in its operation through BOR Resolution. No. 27, s. of 1984. This is followed by the offering of other programs namely the Bachelor of Arts in History and the Bachelor of Arts in Mathematics.

To raise the bar of quality and excellence in program offerings, through the leadership of Dr. Emelita R. Hongo, the first dean of the College of Arts and Sciences with the merging of Nueva Vizcaya State Institute of Technology ( NVSIT) and Nueva Vizcaya State Polytechnic College (NVSPC) as Nueva Vizcaya State University, the College initiated its programs’ accreditation. Consequently, the AB-English program achieved level 1 (Candidate Status) on May 6, 1993 and Level II status on June 8, 1994. Eventually, other programs of the college also surpassed the stringent accreditation undertakings with the Bachelor of Arts in History and the Bachelor of Arts in Mathematics programs gaining their respective Level III status.

On March 20,2004, NVSPC and NVSIT finally merged to evolve into the prestigious Nueva Vizcaya State University. The college, not wanting to rest on its laurel pursued with its accreditation ventures, hence gained Level III and eventually Level IV status on July 2015 for its Bachelor of Arts in English Program.

With the various significant changes and improvements over the years NVSPC, now NVSU, had essentially strengthened its program offerings and school services through continuous accreditation and offering of new programs in the graduate schools namely: Doctor of Philosophy in Organization, Development and Planning (1991) with BOR Resolution No. 25, S. of 1991, Master in Public Administration (1992) with BOR Resolution No. 20, S. of 1992 and enhanced curriculum with BOR Resolution No. 88-333, S. of 2003. The undergraduate programs are: BS Biology, BS Public Administration, and BS Cooperative Development with BOR Resolution No. 77-230, series of 2001. As accreditation went underway and compliance to CHED mandates on new and enhanced curricula and other policies, standards and requirements have been met, the college has further improved in its delivery of instruction along with the growing number of students in its program offerings and the significant rise of a number of buildings, classrooms, laboratories and offices as well as acquisition of equipment and facilities.

To date, the accreditation status of the College in its undergraduate program offerings are as follows: Bachelor of Arts in English Language (the then Bachelor of Arts in English) -Candidate Status; BS Biology (Level III Reaccredited), BS Public Administration (Level III Re- Accredited) and BS Cooperative Development (Level III Accredited). On its graduate school programs: Doctor of Philosophy in Organization, Development and Planning (Level 1) Master in Public Administration major in Local Government Administration (Level III Reaccredited).

The College remains steadfast in its continuous service to its clientele not only to students enrolled in its program offerings but as well as to all other students across colleges in the campus being a service college for general education disciplines. Propelled by the college vision and mission statements along with the university’s developmental goals, it has undergone its First Stage Audit in ISO last Februaty 2- March 1, 2024 .
